Josh is a licensed Professional Engineer (PE) and certified Project Management Professional (PMP). His project experience spans hospitality, truck stops and c-stores, RV parks, higher education, cannabis, retail, gaming, and tenant improvements—across the Midwest, Southwest, Southeast, and East Coast.

Most owner’s representatives come from one corner of the construction industry. Josh Simons has occupied all three. He began his career as a structural engineer, moved into project management at Barton Malow Company—one of the country’s top ENR-ranked general contractors—and then spent nearly 7.5 years managing real estate development at CloudKitchens, a hypergrowth startup that scaled from a handful of locations to hundreds of sites worldwide. Surviving and thriving in that environment required executing at a pace and volume most developers never experience.
That progression gives Josh something few owner’s reps can offer: he understands how buildings are engineered, how GCs build their estimates and schedule their work, and how developers underwrite and evaluate risk. The result is an owner’s rep who can spot value engineering opportunities early, hold contractors accountable to their own numbers, and flag design decisions before they become costly field changes.
Josh founded Heartland Building Consultants to bring that full-spectrum experience to owners across a wide range of project types—from truck stops, c-stores, and RV parks to hotels, higher education facilities, cannabis operations, retail, gaming, and tenant improvements. His work spans the Midwest, Southwest, Southeast, and East Coast. Josh holds a B.S. in Systems Engineering & Design from the University of Illinois at Urbana-Champaign and is a licensed PE and certified PMP.
